Here, we dive into the five major challenges faced by the NDIS (highlighted in the ‘What we have heard report’ NDIS Review) and how we can work together to overcome them.
1. NDIS: An Oasis in a Desert?
The NDIS has been a game-changer for many people with disabilities, providing much-needed support. However, it’s essential to acknowledge that the scheme was never designed to cater to all individuals with disabilities. As a result, it has become an “oasis in a desert,” leaving those not covered by the NDIS without any support at all. This imbalance has not only impacted the cost of the scheme but has also been deeply unfair to those left unsupported.
2. Deciphering “Reasonable and Necessary”
One of the main challenges faced by the NDIS is the vague definition of “reasonable and necessary” supports for participants. This ambiguity has led to stressful planning experiences, inconsistent funding decisions, and disputes between participants and the Agency.
3. Unexpected Increase in Children Participants
The NDIS has seen a higher number of young children entering the scheme than expected. This reflects both an increase in identified rates of disability among young children and a lack of supports for children with disabilities outside the NDIS. As a result, parents are fighting to get their children the early intervention support they need, and once they’re in the scheme, they tend to stay.
4. NDIS Markets: Are They Working?
The NDIS markets haven’t quite worked as originally envisioned. The expected competition leading to improved service quality, innovation, and diversity hasn’t materialised for all participants, especially in remote areas. This has left many without real choices or control over their supports. Additionally, workforce quality, training, and retention have become significant issues, further impacting outcomes and increasing costs.
5. Balancing Sustainability and Choice
The NDIS is a needs-based scheme, but it must also be sustainable and predictable for governments and the public. Striking the right balance between choice and control and sustainability is crucial.
